South Korea is where firearms and explosives ownership is strictly prohibited in regulation. In some cases, it is licensed to own guns in a very limited way but is managed under the strict control of National police Agencies. 

In the meantime, management of them had been controlled as the analog system by issuing the paper permit in each National police Agencies.
As regions gradually subdivide, this led to the difficulty of managing at the same time. To bridge the gap, the National Policy Agency led to change the previous system into plastic card permission cards and managing system.

The prominent barrier of the previously firearms management system was it had not been computerized as well as paper permits had the risk of fading and losing over time.
